Subject is seated with his left hand on a cane and his right hand raised. His mouth is partly open, as if in speech. He wears glasses, a tan plaid jacket and tan pants, a white shirt, and a dark tie with gold stripes and round seals at the ends. The setting is most likely the Boardroom of the APS Library. The background shows books bound in red leather with gilded embossing in a glass-fronted cabinet with wood painted green.

Subject sits at table covered with green cloth bearing APS seal. On table is a box with gavel and percussion piece. Charles Willson Peale's portrait of Benjamin Franklin after David Martin (58.P.1) is visible over subject's right shoulder. ENIAC logic board is in foreground. Scene appears to be set in the auditorium of the APS's Franklin Hall. Notations from Goldstine's notebooks are incised on the wide wooden frame.
